Flow rates at injector lines too much fuel?

Alright....after having my distributor rebuilt my larry, my problems with running are still about.

I had rust in the tank, which I flushed and replaced fuel filter -- gas is coming out clean so looks good there.

1) I am noticing some "slight" rubber particles in the captured fuel, where could it have come from?

2) I flow tested each injector line (injectors NOT attached) from the distributor into water bottles which I then weighed -- each cylinder is within 2% of each other (great job Larry!), but it seems like I am getting too much fuel unless I misunderstand the test.

MB specs state:
WOT flow rate should be 100cm^3/min.
I am getting 147cm^3/min.

I turned the mixture screw 1 FULL turn CC to make distributor receive less fuel (technically?), but after redoing the test, I am still getting ~147cm^3/min of fuel.

Any clues why?
The car's performance is just very sluggish. I've checked my new injector spray patterns and they look good too.

CIS Flow Tech:
Too much differential pressure separation, this holds the differential pressure valves open more and increases fuel flow. Email me and I will send you a pdf file about setting differential pressure.
