RPM keep go up and down when car is in stop mode and gear in neutral(N) stage

I have a rare problem that the idle rpm keeps going up to 7~9k and drop back below near 5k. Sometimes it stabilized but more often not it does not settle and keep oscillating. Any cure?
I adjusted the idle speed and it solved for a while and then the problem keeps coming back.
